Picard season 3, episode 9, "Vox", confirmed what had already been suspected - that the Changelings have been working with another alien species to achieve their terrifying vision for the Frontier Day celebrations. That enemy is the Borg Queen (Alice Krige), who has been using Changeling infiltrators to set the stage for the wholesale assimilation of the entire Starfleet armada.
